According to Brighton Past this steam train is the Loco 905 named 'Tonbridge' which ran exclusively on the Hastings to London services due to the restrictive clearances in Tunnels on the route

In terms of the location, it is almost certainly the St Leonard’s West Marina Shed.

Interestingly, a very similar train 925 is still running today at the Watercress Line in Sussex.
